Man charged with kidnapping former girlfriend

The $13,500 remaining is to be posted as unsecured or appearance bond.

Inos remanded Luto to the custody of the Department of Corrections after his initial appearance yesterday.

Assistant Attorney General Brian Gallagher prosecuted the case while Inos appointed Assistant Public Defender Matthew Holley to represent Luto.

In his affidavit, Detective Jonathan Decena said the victim reported the incident to the Department of Public Safety on Thursday night.

The victim said she was at her workplace in Garapan at about 9 p.m., when Luto arrived.

Luto asked the victim to go with him to his barracks, also in Garapan, so they could talk.

Luto hailed a taxi and suddenly grabbed the victim’s arms and forced her inside the vehicle, the affidavit stated.

It added that when the taxi stopped near Luto barracks, the defendant again grabbed the victim’s arms to bring her out of the vehicle.

The victim fell to the ground and onto her knees, the affidavit stated.

Luto grabbed  the victim’s arms and dragged her toward his room, the affidavit stated.

Once inside the defendant’s room, Luto started scrolling the text messages and call information in the victim’s mobile phone.

The victim escaped and reported the incident to DPS.
