The animal shelter in Lower Base should have kennels for emergency purposes, he added.
Currently, he said his office is drafting a memorandum of agreement with the Northern Marianas Trades Institute for the construction of kennels.
“We need at least a minimum of 50 kennels for starters,” he told Variety.
Initially, he said NMTI will provide labor while the supplies and materials will come from his office.
Flores said he wants to find out if his office can simultaneously conduct tagging, licensing and collecting stray dogs on a case-by-case basis.
He said he will be placing traps in hotel areas in Garapan, adding that the eradication of stray dogs should begin in the tourist district.
An engineering firm is already preparing the design of the dog kennels, he added.
