THE recipients of the Nutrition Assistance Program can now receive their benefits, Gov. David M. Apatang announced on Friday.
NAP benefits are issued via EBT cards.
In a statement on Friday, the governor said he was pleased to announce that full November 2025 NAP benefits have been made available to all participating households in Saipan, Tinian, Rota, and the Northern Islands as early as Saturday, Nov. 15, 2025 and no later than Monday, Nov. 17, 2025.
“Our administration has received full funding authorization from the U.S. Department of Agriculture, Food and Nutrition Service, allowing NAP to resume normal benefit levels,” the governor said.
With this approval in place, he added, the NAP team has worked diligently to process full benefit issuance for all eligible households.
U.S. Congresswoman Kimberlyn King-Hinds welcomed the good news on Friday. In her e-newsletter, she said it was great news for thousands of families across the CNMI and a relief welcomed by the entire community.
“I extend my sincere appreciation to the Governor and his team at NAP for their persistence and quick work on this important issue. Households are encouraged to check the EBT portal at www.cnminap.gov.mp to confirm when their benefits have posted,” King-Hinds said.
‘Thank you for your patience’
The governor noted that over the past several weeks, many families have felt uncertainty and concern.
“I want to thank every household for your patience and understanding. Restoring these benefits has been one of our administration’s highest priorities and we will continue working to ensure stability and support for all NAP participants,” the governor said.
He also recognized the dedication of NAP Administrator Margarita T. Aldan, her staff members and the strong cooperation of NAP office’s federal partners. The governor said their efforts helped ensure that full benefits could be issued without further delay.
Moments like this, he added, “highlight the strength of our people and the value of standing together.”
“As your Governor, I remain committed to delivering stability and ensuring that essential services reach every family in our Commonwealth. We will continue advocating for the resources our people deserve and strengthening the systems that support our most vulnerable households,” he said, as he encouraged all NAP recipients to check their EBT portal to confirm that their November benefits have been posted by visiting www.cnminap.gov.mp.
For his part, Department of Community and Cultural Affairs Secretary Frank M. Rabauliman underscored the collaboration between federal and NMI government agencies.
“This restoration reflects the commitment of many, from our hardworking NAP team to our partners at USDA-FNS, FIS and Conduent. These benefits matter deeply to the families we serve. To all our recipients and community partners, thank you for your continued partnership, resilience and support,” Rabauliman said.
