
THE CNMI government has hired Prime Policy Group, a Washington, D.C.-based lobbying firm, to advocate for 902 negotiations and economic development on behalf of the Commonwealth.
According to the first quarter lobbying report submitted by Prime Policy Group to the U.S. Senate on April 21, 2025, the “income relating to lobbying activities for this reporting period was: $50,000.”

Prime Policy Group, on behalf of its client, the CNMI government, will lobby the U.S. House of Representatives, the U.S. Senate, and the White House on critical Commonwealth issues related to the budget, appropriations, defense, homeland security, and natural resources, according to the lobbying report.
In particular, the lobbying firm will raise with federal officials the CNMI-requested 902 negotiations, as well as issues related to the current Indo-Pacific situation, border security, and economic development.
The Prime Policy Group lobbyists that will bring up these CNMI issues with the White House and U.S. lawmakers are the firm’s director, Ann Adler, managing directors Paul Weiss and Mark Disler and chairman Rich Meade.
Gov. Arnold I. Palacios told Variety on Tuesday that he would provide documents related to the lobbying contract.
Two years ago, his administration hired Fred Radewagen as federal policy adviser. In December 2024, the governor raised Radewagen’s pay from $30,000 to $50,000, and tasked him to “facilitate additional engagements with the federal government.”
Radewagen is the husband of American Samoa’s Republican delegate to Congress, Aumua Amata Coleman Radewagen.
