OAG issues 2023 annual report

THE Office of the Attorney General received $113,300 for apostilles and certification services from January to December 2023, according to its 2023 annual report.

The OAG said it issued 2,171 apostilles and 95 certifications in 2023. 

An apostille is a form of authentication or certification used to verify the legitimacy of a document for international use.

The OAG said it also provided “essential guidance” to the governor, departments and agencies in the CNMI.

“Through the issuance of advisory opinions, the AG plays a vital role in shaping the legal landscape, covering areas such as legislation, administrative law, regulatory compliance, and litigation,” the report added.

The OAG said its 2023 annual report provides statistics that “highlight the significant impact and importance of the OAG’s advisory opinions.”

The report stated that the OAG provided the governor with 130 legislative comments and legislative reviews.

It also provided 30 legal services to the governor and 492 legal services to government departments and agencies.

The OAG said it served 70 agencies, provided 654 procurement contract reviews, 1,100 personnel contract reviews, 114 communications to government departments and agencies, and 132 communications to the private sector in 2023.

Moreover, the OAG issued three emergency regulations, proposed 26 regulations, 24 adopted regulations and 92 agency orders.

Pursuant to the CNMI Constitution, the OAG is an independent agency within the executive branch and is headed by an AG elected to a four-year term.

The current AG is Edward Manibusan, who was first elected in 2014 and was reelected in 2018 and 2022.
