Pangelinan named banking commissioner

A 32-year-old banking professional whose track record includes extensive knowledge in CNMI and federal banking laws will be the commonwealth’s new banking commissioner.

She is Lilian M. Pangelinan.

Gov. Juan N. Babauta, Attorney General Robert Torres, acting Commerce Secretary Fermin M. Atalig admire her “vast experience in the banking industry.”

Atalig said that upon meeting the requirements of the Office of Personnel Management, Pangelinan will rejoin the government.

She was the Department of Commerce bank examiner from 1994 to 1998.

Pangelinan is grateful for the appointment.

“I am more than happy to assist the secretary of commerce and the government,” Pangelinan told Variety yesterday.

Atalig said Pangelinan will report to the secretary of commerce and will serve as deputy director for banking.

In a memorandum to the governor, Atalig said Pangelinan’s appointment will allow special advisor on banking matters Oscar Camacho to replace Randal Fennell as receiver for Bank of Saipan.

Atalig said Pangelinan is a “technical expert” on banking matters. Her expertise includes project management as well as credit and cash management operations.

Pangelinan resigned early this month as assistant vice president for operations at Hong Kong Shanghai Banking Corp. She served the bank from 1998 to 2002.
