“It was learned from Dr. [Shirish] Balachandra that the [26-year-old] pedestrian had suffered a fractured skull and had bleeding in the brain. The pedestrian was admitted for further treatment,” DPS spokesman Sgt. Thomas A. Blas Jr. said.
Blas said Traffic Investigator Norris Kwon ruled out speed and alcohol as factors in this incident on the part of the driver.
“However, the pedestrian had blood alcohol content of .213 percent,” Blas said. The legal limit is .08.
The case is still under investigation to determine the cause of the crash.
Police did not name the driver, a 19-year-old Chuukese.
The vehicle, a 2001 red Toyota Highlander five-door wagon, sustained minor damage to its center front bumper and hood area.
Blas said on Saturday, at about 9:50 p.m., DPS dispatched traffic officers and investigators to a reported auto-pedestrian crash that occurred on the roadway in front of Mom’s Round Two in Garapan.
Initial at-scene investigation of Traffic Officer Maverick Saures showed that the vehicle was traveling east on the eastbound lane approaching Mom’s Round Two when the victim crossed the road, “walking south from the direction of Mom’s Round Two and was struck by the vehicle on the eastbound lane,” Blas said.
The pedestrian was immediately taken to the Commonwealth Health Center.
Kwon processed the crash scene and impounded the vehicle involved for further investigation.
