Refreshment stands still allowed in beachfront areas

DPL, he said, is  reviewing one application for a refreshment stand which also needs permits from the Division of Environmental Quality, Coastal Resource Management and the Bureau of Environmental Health.

“As long as we have public lands available, we would make them available to potential businesses other than beach concessions,” he said.

Long-time beach concessionaire Rey Alvarez has expressed concern about the overcrowding in the beach areas of Garapan.

Alvarez, who operates at the beachfront of Hafadai Beach Hotel, said the government should conduct a survey on the impact of beach concessions.

He said he has no problem in his area but the beach concessionaires at the Hyatt Regency and Fiesta Resort and Spa are facing “great challenges.”

“They should get together and voice their concerns to DPL,” Alvarez said, referring to the nine beachfront concessionaires of Hyatt and Fiesta Resort.

Some of the beach concessionaires in the area complained about the DPL permit issued to two new concessions.

But Babauta said the two were already on the list of concessionaires before the moratorium on beachfront concessions was issued.
