Regents refer 4 proposed policies to legal counsel

These are Board Policy 205.1 on board and employee code of conduct, Board Policy 203.1 on board meetings and agenda; Board Policy 501.2 on recruitment and hiring practices; and Board Policy 907 on a drug-free workplace, smoking tobacco and betel nut chewing.

Acting board chairwoman Ellaine Hocog-Orilla said after the review, the proposals will be brought to the board for its consideration.

The board is now reviewing proposed policies through first, second and third readings.

In the past, the board usually acted immediately on a proposal.

NMC President Sharon Y. Hart said  it is important for their legal counsel to look into legal implication of proposed policies.

She said these proposals should also be reviewed by the college council, a governance body at NMC that advises the president.  The council consists of faculty, staff and students.

Board Policy 203.1 will adopt  the rules of order that conform to the latest edition of Robert’s Rules of Order.

The policy also establishes an annual regular meeting schedule and allows the board chair or majority of the members to call for a special meeting.

Board Policy 205.1 bans gifts, entertainment and favors, kickbacks and secret commissions.

“Excluding only ‘de minimus’ contributions, such as purchase of a meal at reasonable value as part of a conference or other event with no conditions attached to such purchase and as permitted under applicable federal and CNMI laws, board members and employees may not accept entertainment, gifts, or personal favors that could influence, or appear to influence, decision in favor of any person or organization with whom or with which the college has, or is likely to have, business dealings,” the proposed policy stated.

Board Policy 501.2 states that hiring the best qualified individual promotes the best interests of the college and its  students.

Today, the board will meet to discuss the suspension of its policy on standing committees.

The board will also tackle the Western Associations of Schools and Colleges accreditation update and the NMC Oct. 15, 2011 follow up report to the Accrediting Commission for Community and Junior Colleges.

Hart is  expected to present to the board her goals for 2012.
