Rota, Guam firm discuss windmill project

Hocog said the Guam-based firm, GCE Corp., has submitted a draft contract to Rota for 12 units of windmill that will provide an alternative energy source to the residents and establishments on the island.

GCE is proposing to charge 19 cents per kilowatt hour for its windmill power generation service.

“There are various details of the contract that we need to negotiate and deal with [GCE],” said Hocog, Ind.-Rota.

He said a representative from GCE and the Rota legislative delegation have met with CUC Executive Director Antonio S. Muna recently.

 Muna wants to see a request for proposal from GCE, Hocog said.

Should GCE hook up to CUC’s power grid on Rota, the utilities agency will impose an additional charge to GCE’s rate.

According to Hocog, CUC wants to make sure that GCE’s RFP is within the bounds of law.

He said CUC has not yet indicated the exact amount it wants to add to GCE’s power rate, but he hopes it will not be more than  5 cents.

But even if the rate reaches 24 cents/kwh, “people will save a lot because there will be no more non-fuel charge,” Hocog stated.

CUC currently charges its residential customers on Saipan 41.3 cents per kwh.

Hocog earlier said that once the contract was signed, GCE would begin the construction of the windmills in September.
