Runoff votes may be counted by hand

The commission is scheduled to meet tomorrow to finalize rules for the hand-count policy.

Sablan said their six counting machines were designed for multiple races and it will take some time before they are re-programmed for the runoff.

18,000 ballots were printed locally for the runoff.

Robert Guerrero, executive director of the commission, said it was impossible to get new ballots from the U.S. within four days given the islands’ remote location.

More than 2,000 absentee ballots have been mailed and they must be turned in to the commission on or before Dec. 7.

The runoff will be held on a Monday, which  becomes a legal government holiday.
