On Monday, she pre-filed a local bill for Rota that would repeal and reenact Title 10 CMC, Division 1, Chapter 13, Article 1 as established by Section 2 of Rota Local Law 16-4.
“In order to prevent any disruption in the services rendered to the people of Rota when an acting mayor is appointed, it is necessary to restrict the reprogramming and hiring/firing authority of the acting mayor,” the bill stated.
Last month, Rota Mayor Melchor Mendiola was off-island and appointed Arvin C. Ogo, the Rota Municipal Council vice chairman, as be acting mayor.
Ogo then terminated Crispin Ayuyu as resident director of the Rota Health Center.
Santos, Ind.-Rota, said that a person appointed as acting mayor is in a temporary position.
“Because of his or her temporary appointment, the acting mayor should refrain from reprogramming funds not approved or sanctioned by the mayor of Rota and making permanent organizational changes and adjustments within the mayor’s office or the resident departments,” she said.
In her local bill, Santos said if the mayor is absent for 30 days or more, the acting mayor is authorized to reprogram any fund or hire or terminate employees.
