Seman’s predecessor, Mathilde Rosario, is temporarily assigned to the administration.
Press Secretary Charles Reyes Jr. said he’s not privy to the circumstances of Rosario’s transfer but stressed that the reorganization has no political undertone.
“Effective immediately, I am hereby designating Mr. Isidro K. Seman, as acting director for the Office of Personnel and Management. Please extend your full cooperation to Mr. Seman as he assumes these additional duties,” the governor wrote in his March 30 memo.
Rosario is now working with Esther Fleming, the governor’s special assistant for administration who is also the acting director of the Office of Management and Budget.
