EUCON International University President Dr. Christian Wei shared with Sen. Corina Magofna a plan to establish a Eucon Silicon Valley Park on Saipan, with a projected investment of up to $2.7 billion.
Magofna told Variety on Tuesday that she and Wei are pursuing a “groundbreaking initiative that will create over 10,000 new jobs in the first five years, contribute to a 30% increase in Commonwealth’s gross domestic product or GDP over the next decade, and firmly establish Saipan as a hub for high-tech innovation. It will help revitalize the CNMI’s economy,” she added.
She said this “ambitious initiative aims to attract world-class technology enterprises, venture capital firms, and top-tier talent, fostering a dynamic ecosystem focused on Artificial Intelligence, Blockchain, Biotechnology, and FinTech. By leveraging Saipan’s strategic location near Asia and its U.S. legal framework, the project aspires to create a competitive, innovation-driven economy,” Magofna added.
She said the park will be developed through “a multi-phase plan emphasizing five cores: Infrastructure Development, Legal & Policy Support, Talent & Education System, Financing & Investment, and Technology Industry Cluster (focus on AI, Blockchain, and Biotechnology, with support for R&D centers, incubators, and local startups to drive innovation and commercialization).”
Phase I of the project includes infrastructure development, policy framework establishment, and launch of a startup incubator. Phase II is the attraction of international tech firms, establishment of a technology university, and recruitment of global talent, and Phase III is the development of a fully integrated tech ecosystem, expansion of the tech park, and high-end manufacturing growth.
“The Saipan EUCON Silicon Valley Tech Park is more than just an economic project — it is a vision for a new era of innovation, diversification, and sustainable growth in the CNMI,” Magofna said. “By investing in cutting-edge technology and talent development, we are creating a foundation for long-term prosperity, high-paying jobs, and a globally competitive industry,” she added.
Emphasizing the role of education in shaping the next generation of innovators, Wei said: “Through collaboration between the tech industry and academia, we will empower local and international talent to drive groundbreaking advancements right here in Saipan.”
