THE Senate on Monday adopted Senate Resolution 23-11 recognizing and commending former Attorney General Pamela Brown-Blackburn.
A cum laude graduate of the University of Washington with degrees in broadcast journalism and anthropology, Brown-Blackburn served as CNMI AG from December 2003 to January 2006.
When she first arrived in the islands in 1989, her first job in the Commonwealth government was assistant attorney general.
She is also a former chief legal counsel of the 7th, 8th and 9th Legislatures, and a U.S. labor ombudsman of the Department of the Interior’s Office of Insular Affairs.
Before she became AG in 2003, Brown-Blackburn served as legal counsel for then-Gov. Juan N. Babauta.
In 2006, she left the Commonwealth to serve as executive director of the U.S. International Mission of Garden Grove, California, a non-government organization that focused on anti-human trafficking missions.
She returned to the CNMI in 2009 and served again as federal labor ombudsman.
She is currently the senior attorney and the president of the Law Offices of Pamela Brown Blackburn, LLC.
Introduced by Sen. Paul A. Manglona, the Senate resolution commends her for completing numerous training programs and certifications throughout her “inspiring professional career in the legal system,” as well as for her 30 years of legal experience, many of which were spent “contributing to the livelihood of the people of the CNMI and the Pacific region.”
Her public service and private practice “cultivated her diverse legal expertise, reputable contributions and extensive knowledge of the Pacific region,” the resolution stated.
