Former Senate President Edith Deleon Guerrero

THE Senate on Friday adopted Senate Resolution 24-2, honoring former Senate President Edith Deleon Guerrero, the first female lawmaker to head the CNMI Legislature’s upper house. Deleon Guerrero was also the first Democrat to serve as Senate president.

All nine senators voted yes to S.R. 24-2, authored by Senate President Dennis James C. Mendiola, during the Senate session in the Rota mayor’s conference room.

Deleon Guerrero, who represented Saipan, was elected to the Senate in 2020. In 2023, she became Senate president. She ran for reelection in 2024 as an independent candidate, but was unsuccessful.

According to S.R. 24-2, Deleon Guerrero “made history and became the first woman to serve as the President of the Senate, a role that provided her the opportunity to furnish selfless and noble acts of service and contribution that went towards the enhancement of the Commonwealth community and its economy.”

The resolution also noted Deleon Guerrero’s years of professional experience in various roles, including as Bank of Guam merchant teller from 1982 to 1984, CBS Entrepreneur bookkeeper in 1984, Northern Marianas Seafood Co. supervisor from 1984 to 1986, Bank of Orient Guam branch senior loan processor from 1986 to 1989, Northern Marianas College TOPP’s Dean administrative officer from 1989 to 1993, NMC program coordinator from 1993 to 1994, Prudential Detached Office local general agent from 1994 to 1999, NMC administrative manager from 2000 to 2002, Centurion Life and Centurion Casualty, Protective Life general agent from 2002 to 2006, Workforce Investment Agency executive director from 2006 to 2013 and CNMI Labor Secretary from 2013 to 2017.

The 24th Senate “joins the people of the CNMI in honoring Deleon Guerrero for her unyielding sacrifices and contributions to the CNMI as a former senator and Senate president.”
