His alleged victim is also a parolee, Laraad Ramangmou. Appleby, a convicted murderer, told Chief Parole Officer Nick M. Reyes that there was no physical altercation, “just an argument about food and payroll.”
The neighbors heard their argument and called the police, Appleby said.
Board of Parole Chairman Ramon B. Camacho issued an order suspending Appleby’s parole, and a warrant for his arrest for violating the terms and conditions of his parole.
A preliminary hearing held on Monday at the Department of Corrections found probable cause that Appleby violated the conditions of his parole.
Appleby has served about 26 years of his 40-year sentence for killing Byung Ok Suh in Nov. 1996 after robbing the victim’s store, Chalan Market, in San Antonio. In 1999 and 2007, he was convicted for escape, adding two more years to his 40-year sentence.
Appleby’s parole application was granted in Sept. 2019, despite the opposition of the Attorney’s General Office.
Chief Prosecutor John Bradley said after a preliminary hearing and a showing of violations, a revocation hearing will commence in 90 days.
He noted that Appleby was also granted parole in Feb. 2011 but it was revoked in Dec. 2012 after Appleby violated its conditions.
Bradley is urging the parole board to hear Appleby’s case again, revoke his parole and remand him to the custody of Corrections so he can serve the rest of his sentence.
