This was what Commonwealth Ports Authority Executive Director Efrain Camacho disclosed yesterday.
During the holidays, he said CPA conducted a teleconference with the Federal Aviation Administration and the design contractor for the project, Thales Inc.
“The teleconference was to clarify the scope of work,” Camacho said.
The engineering design for the ILS has yet to be completed, he added.
“Because the money was sourced from the Tinian legislative delegation, we need to go back to the delegation and discuss the project, the probable cost and get its approval before we can finally move on,” he said.
Camacho said the FAA is refining the scope of work before presenting it to the delegation.
“If everything is in place and the delegation says it’s a go…then we will proceed,” he added.
Since physical construction will take time, CPA is not expecting an immediate completion of the project, which will be funded by the $3.5 million in federal funds reprogrammed from Tinian’s wastewater project.
“We’re still in the discussion stage,” Camacho said, adding that the final cost will be determined once the design is completed by Thales Inc.
Its contract initially cost $380,000 but this was increased to $408,000 in October.
The company is expected to complete the scope of work in four months, after which CPA will conduct the bidding and awarding process.
Tinian’s officials said the ILS will allow the island’s airport to accommodate international flights.
