Torres, R-Saipan, noted that Assistant Attorney General Anthony Welch made a mistake in writing the date on top of his printed name, instead of his signature, and putting his signature where he was supposed to write down the date he signed the CUC-Aggreko contract.
CUC and the U.K.-based power firm signed the contract for temporary power generation services on June 19, 2008.
“This contract is funny,” Torres said. “Why did he first write the date on top of his name, then he signed his name on the line where he should have written the date?”
He added, “Was he in a hurry? Was he rushed to review it?”
He said Welch “probably didn’t go through each line of the contract.”
CUC and Aggreko contract states that “this contract has been reviewed and is approved for routing.”
“This is ridiculous. What kind of a legal document is this?” Torres said.
He also observed that all signatories of the contract penned their signatures on the same date — June 19.
Torres said he will ask the House legal counsel to review the document.
The contract is “no good,” he said.
He added, however, that it is “probably better than Telesource’s offer.”
Besides Welch, the CUC-Aggreko deal was signed by Gov. Benigno R. Fitial, CUC procurement and supply manager Manuel B. Sablan, fiscal and budget officer Bettina G. Terlaje, acting chief financial officer Joanne Paraiso, Executive Director Antonio S. Muna, and Aggreko sales director Stephen Dunlop.
