REPRESENTATIVE Stanley T. Torres, chairman of the House Committee on Ways and Means, on Wednesday challenged a desalination company reportedly interested in getting the desalination project for Precinct 3 to show proof that it is not a “fly-by-night” company more interested in bagging the fund than in doing the project.
“I’ve never seen them before. I have to see them in person so that I can tell what kind of investors they are. I’m tired of seeing investors going to the House and then suddenly fade away,” Torres, R-Saipan, said in an interview.
It was reported that TR Water Filters, a local company managed by Angelito Delos Santos, will participate in the submission of proposals for the desalination plant.
Delos Santos said he was not aware of any other local company participating in this project. But he said if there were other bidders, they would likely come from the U.S.
Torres said that if the company “is really capable of handling such a big project, then they should start proving it.”
“They should bring in their machine and prove to us that it will work and we will buy it. I don’t want to see a penny spent for research especially on pilot projects or cracker jack. I want to see a company to bring in their machine and convince us that it will work,” he said.
House Floor Leader Jesus T. Attao, R-Saipan, earlier said the desalination plant would finally provide potable water to island residents.
