Trump authorizes federal emergency assistance for CNMI

President Donald J. Trump approved the Commonwealth of the Northern Mariana Islands’ request for an emergency declaration on July 3, 2026, in response to Typhoon Bavi. The declaration authorizes the Federal Emergency Management Agency to provide emergency protective measures and direct federal assistance to help protect lives, property, and public health and safety across the Commonwealth.

The declaration, designated FEMA-3647-EM, follows the Governor’s request submitted on July 2, 2026, and covers the incident period beginning July 2, 2026, and continuing. This assistance is for the entire Commonwealth of the Northern Mariana Islands, including Saipan, Tinian, Rota, and the Northern Islands.

“On behalf of the Commonwealth, I want to thank President Donald J. Trump for swiftly approving this emergency declaration before Typhoon Bavi makes landfall and for ensuring the CNMI has access to critical federal support as we respond to Typhoon Bavi,” CNMI Governor David M. Apatang said “As we continue recovering from Sinlaku, this assistance is especially important to help us protect lives, support our communities, and strengthen our response across the islands.”

Under the declaration, FEMA is authorized to provide emergency protective measures (Category B), limited to direct federal assistance, under the Public Assistance program.

FEMA’s Andrew F. Grant has been named the Federal Coordinating Officer for the federal response.
