The board has yet to meet because two of its three members have not been sworn in, he added.
He said the newly appointed member, Ramon Crisostimo, is scheduled to take his oath of office, but chairman Juan Borja is no longer interested in serving the board.
Tudela said his office is still waiting for the submission of names before making appointments to the board whose other member is Manuel C Sablan.
The bet money involved in the protest is not with the mayor’s office, Tudela said, adding that it is with the management of the cockfight arena.
Gene San Gabriel, United Cockers and Breeders Federation vice president, said they have filed three protests with the board since June.
The protests of Henry Gallera, Jean Caday, Eddie Yalong and Kevin Manansala stemmed from the “unfair” judgment of an “incompetent referee,” San Gabriel said.
The cockfight group recently launched a signature drive asking all cockfight aficionados and other members of the community to boycott the arena.
Jimmy Pascual, the cockfight group’s president, said they will only patronize the arena once the management addresses their concerns.
These include “unqualified referees,” as well as “substandard” facilities and operations.
