Associate Judge Kenneth L. Govendo issued an arrest warrant dated June 20 against 36-year-old Jinping Shi. He also set a cash bail of $2,500 and ordered the defendant’s travel documents to be confiscated.
According to the affidavit of probable cause submitted to the court by Detective Elias Quitugua Saralu, on March 21, 2008, complainant Edick Kin Yee Wan approached the Department of Public Safety front desk and reported an assault and battery and disturbing the peace case against Shi.
Wan said that at about 12:30 a.m. on March 21, he and some friends were at Asakusa Karaoke at the Coco Building when Shi approached and demanded money from him.
He said she claimed he owed her money, which Wan denied.
Wan said Shi tried to grab his necklace and eyeglasses from him, scratching him on the neck.
Wan added that Shi climbed onto his back and bit him on his shoulder, leaving a bruise and a bite mark.
On April 13, Saralu said a man informed DPS of an assault and battery, criminal and disturbing peace case that occurred at the Taste Chinese Restaurant in Garapan.
Upon investigation, the police officer found the victim was Wan.
Wan said he went to the restaurant at about 11:30 p.m. to have a cup of tea when he saw Shi inside.
Wan said he proceeded to a table and when he sat down, Shi approached her and again asked for the money he owed her.
Wan said he ignored her and went out but Shi followed him out.
He said Shi grabbed his eyeglasses and broke them.
Wan said his eyeglasses cost $400.
He called the police on his cellular phone but Shi “grabbed his groin thrice and tried to squeeze them” but Wan slapped her hand away.
Wan told Saralu that Shi claimed she was not afraid of the authorities.
