Torres asked Attao and Senate President Victor B. Hocog to name representatives to the board that was created in compliance with U.S. Public Law 113-128 which amended the Workforce Investment Act of 1998.
The law aims “to strengthen the United States workforce development system through innovation in, and alignment and improvement of, employment, training, and education programs in the U.S. and to promote individual and national economic growth.”
The law requires governors to establish a workforce development board which will include the governor and a member of each chamber of the state or territorial legislature.
The other members will be appointed by the governor: a majority of them should be business representatives “and not less than 20 percent shall be representatives of the workforce.”
In his letter to the governor, Speaker Attao said, “I am confident that Rep. Ralph Yumul is eager and willing to address our Commonwealth’s labor challenges by partaking in the development of a comprehensive and sustainable CNMI workforce system.”
