Man arrested for criminal mischief and assault & battery

ELMANU P. Seman was arrested for throwing a hollow block at his sister’s vehicle, shattering the driver’s side window and hurting her left shoulder, police said.

Seman, 26, was charged with assault and battery, and criminal mischief. He appeared before Superior Court Associate Judge Joseph N. Camacho on Friday for a bail hearing.

Assistant Public Defender Jean Pierre Nogues, who was appointed by the court to represent Seman, asked the court to release the defendant on his own recognizance or to modify his bail.

Assistant Attorney General Samantha Vickery did not object.

Seman’s initial cash bail was set at $10,000, but after hearing from the parties, Judge Camacho granted the defense request to reduce it to $1,000 after the defendant submitted a $9,000 unsecured appearance bond.

Seman told police that on July 22, 2021, at their mother’s house, he had an argument with his sister.

He said his sister told him that she took something that belonged to him.

He then noticed that his black pouch was missing so he assumed that his sister took it as he saw her walking out of the room “with something black.”

“I knew she took it,” Seman told police.

When he asked for it, Seman said his sister acted “dumb.”

He told her that if she didn’t open her car door, he would crack it and proceeded to pick up half a hollow block.

Seman said when she saw that he had picked up the block, she jumped into her car and reversed to leave the area. He said he then threw the hollow block at her vehicle.

“I did not intend to throw it at her…but that’s where it went and it cracked the [driver’s] window,” he added.

Responding police officers observed that the driver-side window of the victim’s car was shattered. Police also found a woman in the driver’s seat with parts of the shattered window on her arm.

Police called medics after she complained of pain from her left shoulder down to her left arm.
