In a letter to Haruo, Ngiraingas said that Koror State Governor Yositaka Adachi informed him of the matter and said that he should stop using Peleliu in conducting his “illegal business.”Haruo however said the allegations are “unfounded and untrue.”“There are no records in Peleliu State Government that shows you are conducting business in Peleliu State selling the white clay only Koror State has found to be available in its jurisdiction,” Ngiraingas said.In Adachi’s letter to Ngiraingas it said that it is only Koror State is the only place in Palau where the white clay is found and that the company Pacific Sunrise Inc. is exclusively licensed by Koror State to mine the resources.“Therefore, I conclude that there is no misinterpretation of Milky Way clay in Palau other than the State of Koror. Mr. Donald Haruo is not licensed nor has he been permitted by the Koror State Government to mine clay from the Milky Way,” Adachi said.Ngiraingas said what Haruo has been allegedly doing is a violation of the Palau and international laws.“I remind you that as public official and a member of the Peleliu State Legislature, you are also urged to stop your illegal activities as this may amount to fraudulent act which may be in violation of the Palau’s as well as international laws,” Ngiraingas said.He added that the government and the people will not condone such acts.Haruo however told Horizon that he is businessman and knows what he is doing but that this is an issue that is baseless.Haruo also said that he was never involved in the business of Milky Way clay nor did he put up an advertisement in Japan.He also lamented the fact that a copy of Governor Adachi’s letter was never furnished to him.He said that he is talking to his lawyer about suing Adachi if he will not apologize.
