Ngiraingas, Soalablai differ on state budget

Ngiraingasa however was quick to respond saying that the speaker need not tell him about the budget process being a governor for four years.

Soalablai said that there is no law authorizing and appropriating funds for the executive branch and other operations on or after Sept. 30, 2008 and that any expenditures of funds on or after Oct. 1, 2008 is unconstitutional or illegal.Ngiraingas said that the Legislature however did not act on his proposed  2009 unified budget  and instead the state legislators adopted a six month interim budget.Ngiraingas in his letter to Soalablai  instead accused the speaker of illegal expenditures.“Since Oct. 1, 2008 , you and the legislature have been expending and obligating public funds without any authorization or appropriation.. So, before you  point fingers on the executive branch, you should clean up your act and put your office in order first,” the governor said in his letter to Soalablai.Soalablai for his part pointed out to the governor that the Peleliu Constitution should be followed.Ngiraingas however said the Speaker and other members of the Legislature are the ones actually dipping their hands into the state public funds without authorization or appropriations approval.
