As stated in the legislative findings of the bill, both of the natural resources, inclusive of lands and other natural resources that surround them, are situated in a critical area, which must be protected in order that the integrity of the these resources perpetuates from generation to generation.
The bill (KAK bill no. 13-1S-002) was introduced on September 29, 2008. Since then, the members of KAK have worked diligently with the Babeldaob Watershed Alliance (BWA), Palau Conservation Society (PCS), The Nature Conservancy (TNC), and the Olbiil Er a Kelulau (OEK) to develop the act; thus, ensuring that it corresponds with the requirements of the Protected Areas Network.According to Joyce Beouch, BWA coordinator, Ngiwal has moved forward in its attempts to protect it watersheds and water sources.Prior the signing ceremony, Speaker Gregorio Decherong, Delegate Noah Idechong, Governor Arurang, Umiich Sengebau gave briefs remarks about the significance of the bill and its potential to provide for the people of Ngiwal and visitors to the state.In signing the bill into law (Ngiwal State Public Law No. 13-2), Governor Arrurang in effect established Oselkesol Waterfall and Ngerbekuu River Nature Reserve – the third reserve established by member states of BWA.
