Palau delegation to make pitch anew to conclude Compact

Toribiong and his team of Compact advisors are set to meet the U.S. review team led by Frankie Reed in Hawaii from Sept. 1to 3.

The president said he wants to see the agreement finalized.

Palau has accepted a $250 million financial package in January for the next 15 years, the signing however of the agreement is still pending due to minor kinks that need to be ironed out between the two parties.

The U.S. team wants the Fiscal Year 2010 funding in the amount of$l3.27 million be counted as part ofthe $250 million package.

The U.S. also stated during the review that a $21 million subsidy for the United States Postal Service is included in the package, the $16.8 million however of which is unrelated to Palau as it is intended for postal services to Federated States of Micronesia and Republic of the Marshall Islands.

The final element stated in the review was that $28 million of the $250 million package over the next fifteen years to be provided as annual contributions to an infrastructure maintenance matching fund.

In earlier interviews , the president said that the U.S. team are making demands that are highly intrusive such as requirements that tax deductibility for charitable contributions be totally eliminated and requirements as micromanaging as increasing the tax Palau charges on its fish exports to $.85/kg.

The president said the team also refused to amend the Compact which is inconsistent with the treaty.

He also noted that the U.S. position on this issue is also inconsistent with the precedent established by packages provided to the other two Freely Associated States, Federated States of Micronesia and Republic of the Marshall Islands.
