Quartermaster property flooded as traffic light project nears completion

A RESIDENTIAL property near the ongoing traffic light installation project on Quartermaster St. was flooded after a downpour on Friday.

Simeon Lisua, the Legislative Bureau’s librarian, said a large amount of runoff water from Middle Rd. flooded their property and surroundings.

“This is the first time we ever got flooded,” said Lisua who lives with his mother at the corner of Beach Rd. and Quartermaster.

Lisua said he’s not blaming the traffic light installation project that is almost complete. “I already spoke with the Department of Public Works and the contractor about the flood when we got flooded, and they said they were going to fix it.”

But he said no one is fixing the problem.

Lisua said prior to the construction of a concrete pavement, which is part of the traffic light project, there were box culverts in the area.

“Those box culverts are no longer there, and that is why the runoff is going to our property,” he added.

Runoff water that was supposed to go through box culverts at the corner of Beach Rd. and Quartermaster St. ended up on the property of Simeon Lisua after a downpour on Friday.
