The convention is to promote cooperation to prevent and combat transnational organized crime more effectively and to prevent and combat trafficking of persons and smuggling of migrants.
The committee chaired by Sen. Hokkons Baules, in a committee report stated that the transnational organized crime” is one of the major threats to human security, impeding the social, economic, political and cultural development of countries around the world.”The report further stated that there is a need to ratify the agreement since Palau is “ vulnerable to the effects of these crimes and by joining the international fight against transnational organized crime we make a step towards advancing our national security.”Under the convention , it will commit Palau to introduce a range of measures including creating domestic criminal offenses to counter the problem of transnational crime, adoption of framework for mutual legal assistance; extradition, law enforcement cooperation and technical assistance and training.
