Guest speaker
Jacqueline A. Nicolas, administrative hearing officer at the CNMI Department of Labor, will discuss applicable CNMI DOL regulations, as they apply to administrative cases and hearings for labor and compliance agency cases.
Jacqueline A. Nicolas first moved to the CNMI in 2015, when she clerked for Judge Teresa K. Kim Tenorio. During her clerkship, Nicolas contributed to the creation of the CNMI’s first local drug court program. At the end of 2017, she was sworn into the CNMI Bar and joined the Civil Division of the CNMI Office of the Attorney General, where she represented agencies, such as the Department of Labor, the Marianas Visitors Authority, and the Procurement and Supply Division of the Department of Finance. In 2019, she became the Department of Labor’s administrative hearing officer.
As the administrative hearing officer, Nicolas presides over labor cases, compliance agency cases, denial cases, and more recently, appeals of agency determinations regarding Pandemic Unemployment Assistance and Disaster Unemployment Assistance appeals.
In her dual role as the director for DOL’s hearing office, she has been instrumental in modernizing forms and filing, publishing orders in the Commonwealth Register, and creating efficiency in hearing operations.
