States to be empowered to create own police force

Senate Bill 8-50-3, said creating a state police force will empower any state to create its own legal entity to enforce violations of the law within its geographical boundaries, in conjunction with the Bureau of Public Safety. Such an entity shall be called the “State Police,” such name to be preceded by the name of the state.

The measure gives each State Police force s rights and powers as may be delegated to it by the Olbiil Era Kelulau (OEK).

The measure will also provide necessary patrol services within the state, prevent crime, control traffic, prepare reports regarding traffic and misdemeanor offenses, provide protection at public functions, enforce all laws and perform other duties that may be assigned by the Ministry of Justice.

“The Olbiil Era Kelulau finds that the Bureau of Public Safety (BPS) cannot effectively respond to emergencies throughout the Republic, which leaves many people, especially those on Babeldaob, defenseless against crime. Currently, the BPS has stations in Koror and Melekeok. The majority of states throughout the Republic are remote, and have little practical access to either of these stations. As a result, the response time to emergencies can be excessive,” the measure said.
