Toribiong in an interview said his trip to Germany is upon the invitation of the German government.
This is the first time the president will visit Germany since he was installed as chief executive.
The president will then proceed to the Copenhagen, Denmark for the Climate Change Conference.
The Climate Change conference will run from Dec. 6 to 18 and will gathered representatives from 170 countries to move toward a new global treaty by 2010.

Governmental representatives from 170 countries are expected to be in Copenhagen.
The conference in Copenhagen is the 15th conference of parties (COP15) in the Framework Convention on Climate Change. The recent meeting in United Nations Climate Change Conferences was held in December 2007 in Bali.
Toribiong said Palau is vulnerable to climate change and that the island nation will lose a significant amount of land if the prediction of the 2001 International Panel on Climate Change that there will be a rise of between 0.2-0.9m in sea level by 2100 will come through.
