HAGÅTÑA — The U.S. Department of Labor has informed the Guam Department of Labor that it plans to unilaterally extend all active CARES Act grants for states and territories to Dec. 31, 2025. This will allow GDOL to continue to collect Pandemic Unemployment Assistance overpayments through the extension, giving claimants more time to resolve outstanding overpayment cases.
In line with this anticipated guidance, GDOL is issuing another system-generated set of overpayment notices to 842 PUA recipients. These 842 individuals have been provided multiple avenues for due process at the time of disqualification and also when overpayment was established. These letters are part of the continuing effort to meet federal compliance requirements while giving individuals time and opportunity to respond.
“This is not just happening in Guam, states and territories across the country are working through the same process,” said GDOL Director David Dell’Isola. “We understand how stressful these letters can be, and we want to emphasize that we are willing to work with every claimant to find the best possible resolution based on their situation and within federal guidelines. The key message is don’t panic. Reach out to us. We’re here to help.”
Overpayment letters are produced from a system-generated list based on data reviewed through established federal processes. Notices have been issued periodically as part of an obligation to continue this program recovery.
Recipients receiving an overpayment letter are encouraged to review the notices carefully and respond promptly. GDOL continues to offer flexible options for repayment plans, waivers when applicable, and other solutions.
