Allen who teamed up with Jackie Vandam and Tamiko Winkfield finished the entire course in three hours and 1.49 minute to beat the Japanese triathletes led by Ueda Motoharu.
Allen completed the swim course in 28.11 minutes, saddled up in one hour and 26.30 minutes and crossed the finish line running for one hour and 6.58 minutes.
Motoharu handed his team the second place by finishing the course in 3:09.20 hours. He covered the swim for 41.23 minutes, took the bike course in 1:15.38 and run course in 1:12.19.
David Baker and John Jenkins also of Saipan finished third with 3:28.15 hours. Baker swam in 28.44 minutes, completed the bike run in one hour and 26.30 minutes and finished the run in 1:25.30 hours.
