Tigilau who shot 71 during the RGA qualifying round earlier this month was 10 strokes lower.
He shot 83 and netted 61.
The 22-handicapepr struggled in the front nine shooting 7-over par 43 but improved in the back nine with 4-over par 40.
Ben Bae won the second place as he shot 87 for a net of 63.
S. Kim Jin placed third with a net of 65 while JJ Atalig who shot 91 tied with John Rebuenog in 63 net but won the fourth place in scorecard playoff.
Sonny Flores who shot 3-over par 38 in the back nine eked out a net of 70 to win the sixth place.
Ben Duenas tied it with Jess I. Wabol and Joe Wabol in 73 but his handicap of 13 pulled his front nine gross down to 37.5 to win seventh place.
Also making to the top 10 was nine-handicapper Jesse Seman who beat Bae Yong Man in a scorecard playoff.
Asterio Tawanpiy who shot 3-over par 39 in the back nine scored 77; Karl Hocog, 78; Tim Taguchi, 78; Jordan Kosam 80; Jojie Taguchi, 81; Joe Demapan 82; Duane Stephen 84, Manny Mangarero, 84 and Ulysses Kapileo, 84.
Hocog shot closest to the pin in Hole No. 7 and Kapileo in Hole No. 14.
