What might appear to some as a matter of terminology is in fact tied to how governments allocate resources, how researchers understand populations, and how future leaders make their case for investment in our islands.

In January 1996, 65,676 tourists visited the islands — a 15% increase compared to January 1995. In the first four months of fiscal year 1996, 235,989 tourists had already visited the CNMI. By comparison, total arrivals for all of fiscal year 2025 amounted to 160,640.
