Parole board approves parole applications of 10 convicts

THE CNMI Board of Parole on Friday approved the parole applications of 10 convicted felons serving time at the Department of Corrections.

They are Huang Rui Jun (“ice” trafficking), Liao Guofeng (“ice” trafficking), Xiao Ping Wang (“ice” trafficking), Benjamin Lee (burglary), Ronnie San Nicolas (“ice” trafficking), Felisha Ann Basa (robbery and theft), Paul Anthony Lizama (“ice” trafficking), Benigno Muna Sablan (possession of a controlled substance) Daniel M. Quitugua (impersonating a police officer, theft), and Artemia Gabayero (robbery).

Parole Board chair Ramon B. Camacho said Gabayero will be deported to the Philippines, while Huang Rui Jun, Liao Guofeng and Xiao Ping Wang will be in the custody of Immigration and Customs Enforcement while their travel documents are being processed before they are repatriated to China.

The parole board likewise granted clemency to Price Shoiter who was convicted of sexual abuse of a minor, and unanimously recommended the granting of pardon to Isidro Reyes Lizama who was convicted of ice trafficking.

Camacho said Price will not be released but will be deported “airport to airport” to Chuuk.

As for Lizama, Camacho said the final disposition is with Governor Ralph DLG Torres who can either accept or reject the parole board’s recommendation.

In a statement to Variety Camacho said, “All applicants were granted parole except two.”

There were two other inmates who were also seeking parole — Julian Sablan and Juan Tydingco —  but Camacho said Sablan was taken off the list after he committed an infraction at Corrections while his parole application was being reviewed.

Sablan, 32, was convicted of burglary and theft. For burglary he was sentenced to five years’ suspended imprisonment except for three years, while for theft he was sentenced to one-year imprisonment.

As for Tydingco, Camacho said the “Board of Parole only considers a parole application of an inmate if sentenced under the felony guidelines.”

Tydingco, 44, was convicted of several traffic offenses and possession of methamphetamine. No information was available on his prison sentence.

Besides Camacho, the other Board of Parole members are Michael San Nicolas, Vicente Borja, Ignacio Mendiola and George Hocog.
