In a November report, he said only three of the 140 wells that were in operation were pumping below normal.

Of the 15 subsystems, about half were also operating “at the edge,” he added.

“That means  the smallest perturbation results in disruption of service to ‘bellwether’ customers,” he said.

CUC reported that the failures in the sewage collection piping continues at an accelerated rate and the wastewater division already far exceeded its repair budget.

The division, according to CUC, must respond to acid damage in the asbestos cement piping system — the product of over 30 years of anaerobic conditions in sewers.

“This has caused significant damage to cement and metal infrastructure, so that key pipe systems have collapsed,” CUC said.

The replacement of the Papago water tank involves complex excavations, avoiding electric, phone and water utilities, blocking traffic, stopping the infiltration of seawater, and pumping sewage around blocked and excavated areas, CUC said.
