He said he “cannot effectively work” even if the CPA board seeks court intervention to compel him to continue as executive director.
Camacho declined to explain how Sablan was “micromanaging” CPA.
He earlier told the board: “A certain board member is undermining my leadership. I believe I cannot effectively function. I will not be able to carry out my function. Even if I stay, I don’t have the drive to move on, specially knowing that I am not being supported.”
Camacho said it is “already time to part ways as soon as possible.”
Friday, he added, will be the “time to cut it off.”
Sablan broke the silence after Camacho’s announcement.
“Friday’s [resignation] is not acceptable,” Sablan said, as he urged Camacho to carefully revisit the contract between him and CPA.
Sablan said Camacho’s earlier plan to step down on Nov. 8 was more acceptable.
There should be a 30-day notice for the nonrenewal of the contract, he added.
Sablan also asked Camacho to explain his decision.
Camacho said for the past six months, “a certain member of the board has been bypassing” his authority.
He cited as an example some of the items on yesterday’s agenda he wasn’t aware of —Westpac, Marianas Shipyard, DFS Saipan, Worldwide Salvage and the budget for fiscal year 2010.
Camacho mentioned Sablan’s name, but was immediately cut short by the board member who said the executive director signed the “special agenda items” published in the newspaper.
“I’m not going behind your back. [The agenda has] been there all the time… I don’t want to argue this [matter],” Sablan said.
According to Camacho, he has asked CPA Chairman Jose R. Lifoifoi and Vice Chairman Thomas P. Villagomez. “Who is running CPA…who has the authority to call for a special meeting?”
Sablan told Camacho not to “mislead” the board and moved that they go into an executive session — that is, a closed-door meeting.
“I don’t think I have any more to discuss Mr. Chairman,” Camacho told the board
Sablan said “he hopes that Mr. Camacho does not stay back” for the executive session.
Camacho then shook hands with Lifoifoi before leaving the conference room.
