Arrested detective ‘one of the best’

Some of them expressed concern about the arrest’s impact on the cases he has solved or is handling.

“He’s one of our best investigators,” said an officer.

Leon Guerrero is the supervisor of a task force created by the Department of Public Safety against robbery, burglary, and theft incidents.

Last July, Leon Guerrero filed a complaint against Guo Fu Shan for offering a $1,000 bribe.

Shan, together with He Bao Hua, Gu Ma Chao and Zhu Li Ju, were arrested for beating up Nai Jun Song in April 2008.

The bribery case against Shan was dismissed without prejudice on Sept. 10 after the defendant was deported to China.

On Monday, it was learned that the Federal Bureau of Investigation  uncovered an extortion scheme wherein Leon Guerrero demanded and received $300 to $700 from arrested drivers of illegal taxicabs in return for dismissing their criminal cases and returning seized vehicles.
