Bice’s recent comments in the media relative to the testimonies made and the kiosk-style question and answer by his experts were incredibly revealing. He poses each of the 1,600 people — many unhappy, angry, committed to stopping the buildup — as assets to his own project of showing that he has been democratic and open to comments. In fact, he poses the people as naïve questioners who get answers from experts, not as experts who are telling the naïve and self-interested Department of Defense about the damage they have done and are doing to the islands and the people.
Quite revealing is another quote from Bice, “I can tell you that we are going to make adjustments to the EIS. We’ve heard comments made by people as we go along. I would make a mental note (when I hear) a solid comment that we need to take a look at either the plan or the phraseology that’s in the EIS that may not be as clear as it should have been. So I can tell you that we are going to make adjustments to the EIS based upon the comments we received,” he added. The man wasn’t even taking notes of what people were saying! This attitude is a clear reflection of the military’s attitude toward the people of Guam for over 100 years!
