He instructed all the departments, offices and agencies of the state government to establish and maintain a manual ledger of every program and program project accounts under their jurisdiction.
He said not much regular reconciliation of program and project accounts is maintained between the recipient and the Office of Administrative Services while the oversight and management functions of any funding appropriated for and administered by the Executive branch is as much a responsibility of the allottee as it is that of the sub-allottee.
He said this has contributed to greater work for reconciliation of accounts to be undertaken toward the end of each fiscal year as opposed to an on-going monthly or quarterly account reconciliation throughout the course of the fiscal year.
