In the FSM Constitution, Article X, Section 3(b), there is a provision that the president “shall make an annual report to Congress on the state of the nation.”
Although this has not happened during every administration, this will be Mori’s third address in his three years of office.
The FSM Congress adopted this resolution on March 26. A copy of Resolution No. 16-76, will soon be posted on the Congress Web site, www.fsmcongress.fm.
