Youth issues consolidated

The Resolution which the youth representatives have agreed upon involves issues that affect the educational, health and social development of the Paluan youth, as well as recommendations for action and support from the appropriate Ministries and parties.

For the Ministry of Community and Cultural Affairs (MCCA) and Palau National Olympic Commission (PNOC), the youth recommends that they encourage the Division of Youth Affairs to strengthen their outreach efforts, informing the youth about the available resources and opportunities available for them.

They also want promotion of the cultural-historical exchange programs for youth, as well as establishment of training programs in different areas of interest specializing in unemployed and out of school kids.

As for the Ministry of Justice (MOJ) and Olbiil Era Kelulau (OEK), the youth recommends providing harsher punishment or better enforcement of existing policies on child abuse and child molestation, as well as reinstating the previous Big Brother/Big Sister type of programs for the youth.

They also urge the MOJ to resolve issues of domestic violence and substance abuse, collaborate with the public to reduce the law enforcers’ misuse of authority, and work with schools to conduct bag and body searches to minimize instances of stealing and selling drugs among students.

Meanwhile, among those recommended for the Ministry of Education are the establishment of a Parent-Child Day Program, incorporation of teacher-student retreats in schools, and establishment of better teacher training to help them understand present youth issues.

They also recommend that the MOE coordinate with Palau National Scholarship Board in informing students of scholarships available to them.

The youth likewise suggests that the State Governments and the OEK make it mandatory to allocate funds for youth development and activities in their annual state budgets and employ a youth organizer who will be responsible for the development of daily programs for the kids.

The Resolution also urges both State Governments and the OEK to organize their respective youth organizations and to establish a permanent arm of the government that solely deals with youth affairs, respectively.

On the other hand, they recommend that the Ministry of Health increase awareness on effects of teen pregnancy, HIV and AIDS, lifestyle diseases, obesity and substance abuse.

In general, they call upon all the government entities to support the establishment of a Palau National Youth Organization.
