Foreign workers will have to pay an additional $25 to obtain an identification card from the Koror State which will be carried at all times while in the Rock Islands.
By August, foreign workers , except for American nationals and Freely Associated States
Under the new fee system non-Palauan workers, or foreigners residing in Palau will have to register and pay $25.
The president said the fee is not a revenue-generating measure but a monitoring system to track down the number of foreign workers in Palau.

The Koror State proposed measure has been archived an its approval is still pending and will be discussed at the plenary during the regular session next month.
The alien registration fee meanwhile was inserted as a provision in thecurrent immigration regulation.
The president has tried to insert this provision in the proposed supplemental budget for Fiscal Year 2010.
Members of the Olbiil Era Kelulau however rejected the proposal.
The only way to stop its implementation is for Congress to block the proposal. He said This plan however still has to undergo administrative procedure by conducting public hearings and acceptance of comments to the regulation changes.
