Police have yet to arrest Mei Ying Qi, the defendant’s companion. The court has issued a warrant for her arrest.
Detective Raymond Borja said the discovery of the controlled substance occurred on Dec. 24, 2011, between 6 and 7:15 p.m., while authorities were conducting a sobriety checkpoint southbound in front of Hopwood Junior High School.
At about 7:15: p.m., Sgt. Anthony Macaranas noticed a silver and blue scooter that was directed to the citation area.
Fu Zhu Lin was the operator of the scooter while Mei Ying Qi was the occupant.
Fu Zhu Lin was initially arrested for operating a motor vehicle without a driver’s license. The scooter’s registration expired in 2005.
As Macaranas patted down Fu Zhu Lin, the defendant handed money, a pack of cigarettes, a lighter and a set of keys to Mei Ying Qi, police said.
Afterward, Officer Rudolph Hermosilla told Macaranas that Mei Ying Qi placed the pack of cigarettes that Fu Zhu Lin handed to her into her “breast area.”
Mei Ying Qi refused to give to authorities the items despite being told to do so three times.
Macaranas then called Officer Therese Kintoki to retrieve the pack of cigarettes from Mei Ying Qi’s.
Police found three cigarettes and four small clear Ziplock baggies filled with white crystal-like substance.
At about 7:54 p.m., police performed a test on the seized substance using a narcotics field test that yielded presumptive positive for crystal methamphetamine.
Mei Ying Qi was then arrested, police said.
It was not mentioned in the police affidavit why Mei Ying Qi was not brought to the court.
Acting Chief Prosecutor Peter Prestley represented the government, while Chief Public Defender Adam Hardwicke was appointed as Fu Zhu Lin’s counsel.
