Suspected drugs and homemade weapons were seized Saturday at the Department of Corrections Adult Correctional Facility in Mangilao, Guam.

HAGÅTÑA (The Guam Daily Post) — Eight inmates at the Department of Corrections Adult Correctional Facility in Mangilao were arrested in connection to the discovery of major prison contraband.
On Monday the Guam Police Department announced the arrest of eight inmates at DOC, Frank Alex Aguigui Chargualaf, Mallo Magoff Sally, Alaph Mounik, Gibson Billias, Marvin Sani, Joseph Agato Sakura, Bernardino Kanistus and Bryan Matheus.
GPD’s press release details the arrests stemmed from DOC reporting they found major prison contraband at the facility in Mangilao after a shakedown was conducted early Saturday morning.
DOC Director Fred Bordallo Jr. confirmed with The Guam Daily Post that the shake down organized by DOC Warden Allan Borja consisted of DOC security personnel, the DOC Special Operations Response Team, the strategic threat intelligence unit, parole officers, and K-9 teams from DOC and the Guam Customs and Quarantine Agency seizing contraband from the inmate housing units.
GPD then launched an investigation which linked the eight inmates to the contraband found and arrested them on Monday.
“Some of the information provided to me by the warden was that several of the contraband confiscated were suspected drugs and homemade weapons and other items,” Bordallo explained.
As of Monday afternoon, the individuals had been booked and re-confined to DOC and the cases have been closed and forwarded to the Office of the Attorney General for their information and disposition.
As of press time, the eight arrested had not been charged in the Superior Court of Guam.
However, the Post reviewed files and court records of the defendants and learned that of the eight, five were either serving lengthy sentences or charged with violent crimes.
According to Post files, Sally was sentenced in 2019 to 15 years of incarceration for charges of manslaughter and robbery as first-degree felonies. The charges stemmed from the February 2017 death of Gilbert Alvarez Jr.
Billias was sentenced to 15 years as well in 2015 for criminal sexual conduct charges committed against two minor girls, ages 11 and 15 in December 2013. According to Post files, Billias and two other men forced the minors to drink alcohol, forced them to have sex and tried to force them to keep their secret.
The Post could not confirm Mounik’s sentence. However, discovered he was charged with two counts each of first- and second-degree criminal sexual conduct as first-degree felonies and felonious restraint as a third-degree felony in 2011 after being accused of sexually assaulting a 15-year-old girl.
Sani is serving a life sentence after pleading guilty to murder as a first-degree felony, according to Supreme Court of Guam records. Sani, who pleaded guilty to the charge in 2014 and eligible for parole in 15 years, was accused of stabbing and killing Michael Tony in July 2013.
Kanistus was convicted of attempted murder in connection to a 2015 incident. According to Post files, Kanistus and two other men allegedly assaulted Saul Sos before driving a gray Nissan Altima over Sos’ legs and fled the scene.
