The recent U.S. Census findings, that the commonwealth experienced a 22 percent outward migration, is one of several factors that influenced the governor’s new initiative.
The administration said the islands need to be proactive and embrace sustainable practices to navigate challenging times and to chart their future and destiny to be self-sufficient.
